Good strategy, but I feel like you're trying to cram in too much stuff into one deck. Ninetailes Neutralization stall is one thing, gourgeist blizzard is another, and vileplume item lock is yet another.
Try going with ninetails since I believe it hasn't been tried yet, and bring more mill/stall/control tech along with it I'm sure you can cook up smth 🍳
Should I add eri instead of pokemon catcher? The people who go to the expanded tournaments where I'm at use field blower/lost vacuum, so I'm not sure what kind of hand disruption to play.
crushing hammer over pokemon catcher. Pokemon catcher is typically for trap stall and some various other uses. Energy disruption can severely damage some decks' stability as they don't have many energy recovery options.
But for dealing with knock away items you probably want Miss Fortune Sisters (Lost Origin) over eri, since if they have it in their hand, they're probably gonna play it the moment they get it.
But if you really want to make it nearly fully foolproof, you might have to go back to item lock vileplume, but at that point neutralization zone is really just a facet compared to the superior effects of item lock anyways.
