Why did you use Bill.... instead of hau?

Zeraora921 Bill is an old card in a generation where all supposed "supporter" cards were all deemed as "trainer" cards that can be used infinitely in a single turn, essentially making it an item card with the effect "draw 2 cards". Our objective is to DONK, so only one supporter can be used, and my choice for that is Carmine, any others (like hau, which isn't very good at all unless ur running large hand decks) would be rendered useless.

Actually, Bill was reprinted in a set where supporters existed, so it retroactively errata'd all of the non-supporter ones. (for example, Bill (HeartGold & SoulSilver)) Because of that, Misty's Wrath (Gym Heroes) is the main digging card outside of Porfessor Oak. So yeah, Hau is an all around better option here!
Anyways, I suggest that this deck cuts the fat and removes Uxie and Shaymin, adds 4 Sableye from Stormfront to guarantee going first. Add Puzzle of Time for more recovery, Poke Drawer + to get easy searching options, replace Carmine with the Porygon2 Lysandre Engine with a single VS seeker, and your search cards be be replaced with Battle VIP Pass since everything will be happening on your first turn anyways, Luxury Ball for more unconditional search, the base set Computer Search (unlike Bill, the ACE SPEC ruling on the new one doesn't change the old ones), and Scoop Up Cyclone. The Scoop Up! doesn't actually work (it only would return the Litwick because it states to only put the basic into yoour hand), and instead use Hyper Devolution Spray to fulfill the same purpose.
There! Now this should behave like your typical optimized first-turn win deck!

Porygon 2 lysandre doesn't work for... obvious reasons (unless you're trying to do the whole thing over again to take another chance). And I'm gonna be honest I never rly put a whole lotta effort into unlimited decks since well, its kinda an unplayable format due to first turn win being the meta, but all the other stuff you mentioned makes sense. You clearly have much more experience with the unlimited format. 💯
Also sorry but I just really find it really gross to see anyone say that a "draw 3 cards" supporter is a good option outside of large hand decks since there is always a better option.
I can see how Lysandre's Trump Card can look weird in a MILL deck, but I feel its worth it if you ever brick and need to try again from the top. With that being said, it may be worth using Surprise Box to put cards from your opponent's discard pile into their hand, so when you eventually LTC, there will be even fewer cards that you have to mill, making the process less strict for every round you take.
And yes, in Unlimited for first turn wins, if you HAD to use a "draw supporter," Your best option would probably be Lillie's Full Force, since it draws 4 cards, and the shuffling part at the end means nothing if you plan to wind by the end of your turn anyways.
