You need Raikou V and Iron Hands ex. 2 Regieleki and 2 Zeraora feels like a lot, but can be ok if they are the main focus of the deck. With 4 Arven, 4 Ultra Ball is a lot, especially with only 4 Evolution Pokémon. You can get away with 4, or even 2! 4 Professor's Research is a lot if your main engine is Arven, and you can get away with 3 Boss, but 4 is good. I feel like Vitality Band is just to justify Arven. You could include specific cards like Tool Jammer or certain Gloves cards for specific matchups.
