Ninetales ex is just too hard to use in a deck that is not built for him. I've played Ninetales a bit, and he can basically only give damage when you have a judge or some other card that let's you have the same number of cards as your opponent.
Too many Pokemon.
I'd consider cutting vulpix and ninetales
