I see what you're trying to get here, but I have my doubts that this exact idea will be truly competitive. The concept is just way too scattershot and tries to do too much, uiltimately overshooting and doing none of them particularily well. Try to take one of these ideas and make it work at its maximum capacity instead of doing like 3 things, each each of which only perfoming at mediocre potential. Some of the branches this can take is either Vileplume Control, Doll Stall, Wobb Stall, or even a deck dedicated solely to making sure your opponent doesn't any cards to play, no matter if they are or aren't under any restrictive effects.

 

First off, this deck NEEDS more consistency. You don't have Lele, Dede, or Bat, nor do you have any alternatives for it, because outside of Computer Search, you kinda have to... hope that you get what you need either off of N or Cynthia. The strategy itself also needs some extra sauce. At the moment, you plan to be ensuring that your opponent draws into a useless card at the start of their turn thanks to Aipom + Lanturn. Okay. You are also either ability locking or item-locking, blocking damage, or denying prize cards. Cool. The thing is, you can never being doing any of these at the same time, and most meta decks will have outs to the others. I'll go over the big ones real quick. Regidrago has Garbotoxin. Without Faba (which again, you only have one and no way to search it out barring your ACE SPEC), your entire strategy goes out the window. Shadow Rider is a Psychic Pokemon, so Wobb does nothing. Its card draw is achieved through its abilities, so stuff like Seismitoad does nothing as they can freely play basic energy and draw cards. Chimecho is also a huge pain if you don't have Ranger readily available (cough cough, lack of search cards). Lugia moves too fast, as it can get a first turn GG End pretty easily and ruin your evolutions (although to be fair, not many decks can defend against that, so I won't hold your deck too accountable for it. Although for a control deck, that is something you should be aware of).

 

A lot of thought goes into these, and figuring out what your deck can do is only half the battle. Knowing what your opponents can do is equally as, if not more important. It's easy to look at the list and say that it's great because in a perfect world, you'll be controlling the top of someone's deck and restricting what they can do, BUT all the opponent sees is an easy 3-prize Tag Team to KO (most decks are automatically equipped to deal 280 damage, enough to OHKO ADP, Drago, and Lugia), and preventing your setup as it relies on evolution lines from small basics that you have no way of speeding up the process of nor protecting. And then there's the smaller details: If you're moving cards to the bottom of your opponent's deck with Aipom specifically because you don't want them to draw into it, then why are you using N as your hand disruption card of choice instead of Iono, as the latter doesn't shuffle the deck and minimizes the chances of the card you sent to the bottom staying there. Why use Hoopa as a wall when 95% of meta decks are using V's and ex's for their main attackers? For the two turns it requires to set up Poiple's attack, what do you think your opponent will be doing with that time?

 

VERY fun idea (reminicient of Chip-Chip Ice Axe control before it was banned), but again, when making things competitive, there's more to look at than what the combo does. I never mean to sound overly harsh, but this is just kind of how I convey my opinions in a way that makes the point clear lol.
