My Top Entry here today is a deck made around Arceus VSTAR and Raichu V from Brilliant Stars. The idea of setting up initial play here is narrowed down to either Arceus V or Raichu V in Active spot. If you go first and you got an Arceus V down in Active you have time to attach a Double Turbo Energy and rush them for damage and energy acceleration on your coming turn when you evolve. If you go first and you have a Raichu V down in Active you can play Fast Charge to get one Lightning Energy. This move gives you two possible variants of play depending on your situation. The first possibility is to use Energy Switch to get the energy down to a benched Arceus V or Arceus VSTAR and use the remaining energy to hard retreat. The second possibility is using your Dynamic Spark attack and rush the opponent for a potential 180 damage. The latter I would not recommend as the primary play strategy but can prove to be useful in a handful of situations or simply in lack of cards, bad hand. The element of surprise here is our Top Entry friends ! Lombre and Luxio from Rebel Clash both have a nice Ability Top Entry which gives you a possibility to put the card on your bench in case you have drawn one as your top deck card. To help this beutiful process there are three copies of Rotom Phone which calls them to jump top deck for you. First of our Pokemon Lombre evolves into Ludicolo and this grants us use of its Ability Enthusiatic Dance thus giving our Basic Pokemon , Arceus V or Raichu V a cool 100 more damage to their base attack. To note here Raichu V should be favored more as an attacker boosted with Enthusiastic Dance. Luxio evolves into Luxray from Brilliant Stars and this card is your backup/counter attacker and it is brilliant indeed. The energy cost is one Lightning Energy and the attacks are lovely. Energy Crush for instance has a base modifier of 50+50 for each energy on your opponents Active Pokemon. As a counter or even rush attacker it can dish out some serious numbers, 150 damage for two energies , 200 damage for three energies and a whooping 250 damage for four. In terms of Standard Format these stack up fast since most of the top decks run on two to three energies to attack. The main strategy here is to get the energy into motion on the board with Arceus VSTAR and then finish your opponent with either Raichu V or in some instances if necessary with Luxray. The build itself is forcing Arceus V into Active but you should not be worried if you start with Raichu V. Ludicolo and Luxray are best to be used towards the closing moment of the game or when you try to break into upper hand / fend off one prizer pests and such finesse. 
Also having them in your deck still when you thinned out your cards and played what you wanted makes the chances higher to get them on the bench in a deciding moment.
