Use Tsareena ex's Icicle Sole attack to bring one of your opponent's Pokemon down to 30 HP. With Vanilluxe's Ability, Frigid Room, your opponent's Pokemon with 40 HP or less can't attack, so the Pokemon you used Icicle Sole on will not be able to attack.
