This deck looks a lot better than the first one, as it's more focused. Now, when it comes to Level X Pokemon following typical evolution rules, the best I could find was an article on Bulbapedia. ( Pokémon LV.X (TCG) - Bulbapedia, the community-driven Pokémon encyclopedia (bulbagarden.net) ) There it states that it is treated like a normal evolution. With that being said, it's still not impossible to get the Level X out turn one, as you can use Level Max (Platinum) the only issue is that it relies on a coin flip. If you really wanted to go for the meme strategy, you could just have the two Palkia G as your only basics, as the amount of times you'll mulligan can bloat your opponent's hand and get more potential Pokemon there. It also assure that one is active to get the "evolution!" Of course, I don't think I need to point out the obvious flaws in that for you lol. Can't wait to see the next update on this!
