What does zeraora v do? It is the only rapid strike Pokémon in the deck and it can't activate its attacks special effect off itself. 

all it does is 100 damage for 3 energy

I agree withJamison if you want to get multi-kills from Zeraora then you'll need more rapid strike Pokémon. If you just want an electric type, you could go withRaikou V (Brilliant Stars) 

Still, though, I respect anyone who tries to use rapid strike Zeraora V without using Zeraora VMAX or VSTAR. Cross Fist is probably one of my favorite moves in this game.

If you cherel up the zeraora and place it on the bench it counts as a different Pokémon so just power it up again

unfortunately it doesn't work like that. 

1. cheryl only heals evolution Pokémon, and with that, on the condition that they are already damaged. Zeraora v is not an evolution Pokémon so this card will never be able to be used on zeraora v In the way you said it will. 

2. Zeraora v can only activate the special effect of its attack if another rapid strike Pokémon (not this exact one in play) has attacked  the previous turn. This means you can activate it off two different instances of zeraora v rapid strike, or another rapid strike Pokémon. If a Pokémon attacked the previous turn that isn't rapid strike, this effect will not work for it's extra 160 bench Damage attack. It also can't work off itself so if you attack with zeraora the previous turn, survive and want to do another attack the following turn, the special effect 160 bench damage will also not work because it doesn't work off itself. 

HOWEVER, if you manage to attack with the zeraora in the previous turn, and it dies, or is removed from play the next turn by your penny supporter card and then put back into play either from hand or by card effects such as Thornton. Charge it up with energy and attack - Then you can activate it's special effect of 160 bench damage because this zeraora played the second turn is now a new instance and will count as 'another rapid strike pokemon'. 

this is an awful combination that requires way too many supporter cards, tools and mirage gates for a lacklustre attack that you might only pull off 1% of the time because it requires either zeraora to die or survive a hit after attacking, after being fully charged of energy, and not having a manaphy against you on the following turn, and also having the supporter cards in hand, and energy in deck and mirage gates ready to go.
