Doesn't matter who you start with in your active (4 switch for a reason. These are also here when they try to boss trap). The goal is to get the Pikachu up and running as quick as possible. Use the generators to attach energy to Pika and item lock. Only attach to Raikou if you've prized your V Union Pieces. I'm able to get turn 1 Pikachu up and running about 65% of the time. The other times, I'm attacking with Raikou. This is the most consistent build.
