Wanted this deck to have no basic Pokémon, but apparently, you need AT MINIMUM one basic Pokémon in your deck (according to a brief Google search). Anyway...

The goal with this deck is to lose. Obviously. You want to go first, because why would you want to wait for your opponent to place down cards when you could just lose?

You only want one Pokémon on your board, preferably Snorlax Doll, so that you can discard it and then lose the game. If you are unlucky enough to only be able to get Flutter

The goal with this deck is to lose. Obviously. You want to go first, because why would you want to wait for your opponent to place down cards when you could just lose?

You only want one Pokémon on your board, preferably Snorlax Doll, so that you can discard it and then lose the game. If you are unlucky enough to only be able to get Flutter Mane down, do not fret. You still have Scoop Up Cyclone as well as Super Scoop Up and Professor Turo (if you go second) to pick it up. I chose Flutter Mane specifically because it blocks out the most abilities in expanded possible that could stop us from playing item cards (except for Vileplume if it's not in the active). 

Anyway, if you don't get a scoop card, you can use the multitude of draw cards, such as Trekking Shoes, Cram-o-matic, or Judge Whistle. Beauty and Carmine are there because they help with draw and can be used turn 1. You can also discard cards you don't need anymore or don't help with draw using Trick Shovel or Battle Compressor. Pokestop is there for more draw power and Redeemable Ticket is there if all of your scoops are somehow prized.

With all of this, there is no way you don't lose the game on your very first turn.
