This deck looks cool! I really like the idea of milling out all their items and smacking for huge numbers. I see a couple of faults though.
You have no teras for Noctowl. I would suggest either Terapagos or Pikachu.
Bear is a 2-prize late game attacker. Tirtouga is a 1-prize late game attacker which does more damage. So you could cut Bear for either a tera or maybe a 3rd Fossil.
Since Tirtouga hits harder later in the game, you will likely play from behind. It is a one prizer, but maybe you should cut 1 or both boss for counter catchers.
Last thing, a thicker Tirtouga line should be better, and maybe a Stretcher or two.
