Munkidori budew or fezandipti purely because you can use them in any deck and they'll still be good (mostly)
I'd say either Budew, Munkidori, or Fezandipiti ex is the best as those cards can work in basically any deck. Also, why is the Block Snorlax here if it already rotated?
