If you want to make an unlimited counter/stall deck, you'll need to prepare yourself for the multiple decks that can (and will) win on the first turn going first ( https://pokemoncard.io/deck/first-turn-win-unlimited-espeon-71160 this is a deck I made showcasing it).
Since the majority of them don't attack with damage, the idea of Wailord sponging damage sorta falls flat, but I won't blame you for the idea. In order to actually combat FTW decks is to either use your own or shut down as many abilities as possible. Some ways of this can be things like Klefki (Scarlet & Violet) or Team Galactic's Invention G-103 Power Spray (Platinum). Good luck!
