Summary
Since I'm not playing the Inteleon Package the deck won't jsut stomp through every game. That being said this list has been such a blast to play, with many intricate matchups. The toughest matchups by far are probably obvious to most, Arceus Inteleon Toolbox and Arceus Flying Pikachu VMAX .

This is the decklist I played at Gem City Comic Con Standard 1K event. The deck wound up being 1-3 at the event which is unfortunate. The online winrate of this list is ~60%. I believe that chosing 2 of the Call For Family and 1 Find Ice was the wrong call here. Playing a 2 Find Ice and 1 Call For Family, or even all 3 as Find Ice variants, my record would have been different. Before this tournament in testing it felt like the Call For Family wound up being the correct choice. This was a flaw of unstructured testing, because I failed to think about is that you see more Arceus and Inteleon Toolbox at cash events vs online. I believe increasing the Cape of Toughness amount by 1 is also a very wise idea, as it is your saving grace in the Arceus matchup. This was something I should have thought about before the event considering that I've been to so many TCG events in the past. Hopefully that mistake doesn't happen again! Overall even though the performance was bad, the event was a blast to play in.

Changes I recommend

-2 Snom (Call For Family)
+2  Snom(Find Ice)

-1 Water Energy
+1 Cape of Toughness

Matchups
Palkia Inteleon Toolbox - This matchup would have been a win, however I feel like there was a mistake made in deck building choosing the Call For Family instead of the Find Ice variants. The 2 energy retreat cost on the Snom proved to be detremental in my matchup and wound up losing me the game. The extra energy retreat cost on snom lead to being 30 dmg shy on my Wishiwashi for the final KO. Having the Find Ice ability would have also probably totally changed my 2nd matchup.

Heatran VMAX  -  - You know how sometimes you have really bad luck. Yeah that happened. After digging through my deck, and thinning the deck to 14 cards, the game ended with 8 of the final 14 cards being water energies. On top of this 1 energy was located in your prize cards, and 1 bucket was there as well. Runing dry (hehe see what I did there) on energies, only seeing 2 total, forced me to utlizie my 3 Nessa to loop energies for draws with Radiant Greninja. This matchup should have been a cakewalk, but that's how it is sometimes. Overall the lesson learned though was Find Ice variant of Snom would have fixed this problem.

Mewtwo V-Union - Wound up snipping their Galarian Meowth off their bench while setting up a Wishiwashi with 7 energies, by the time that their Mewtwo V-Union was online I was able to have KO potency before he had enough energies built up on it.

Flying Pikachu VMAX - Yeah he went first played a Flying Pikachu V turn 1 placed nothing on his bench and slapped a Double Turbo Energy on it. Next turn he just played the Flying Pikachu VMAX and a basic energy. With nothing else on his bench, I just scooped it up. There's no point wasting the time on this matchup.

Matchup Information

Flying Pikachu VMAX - Unfortunately if your opponent plays Flying Pikachu VMAX and realizes you play no evolutions you pretty much lose out of the gate. Your only hope is if they put cards on their bench so you can hit them with Radiant Greninja and swap them with Boss's Orders.
Note: Assume your opponent has 2 brain cells. If you play this matchup just scoop your cards up and spend the time with your friends/family it's not worth it to see if they make a mistake.

Inteleon Toolbox Decks- These matchups pretty much boil down to if you can get a Radiant Greninja online and start sniping their Sobbles  and Drizziles off the bench before they get setup. if they throw down 3 Sobble you might be in trouble since you can only KO 2 at a time

Arceus VSTAR -Be aware that you need to have some level of redundancy of Snom on your bench. DON'T play your Frosmoth till you are ready to start moving your strategy forward attatching energies. Otherwise they will just use their Arceus's Starbirth ability, assuming they don't already have a Boss's Orders in hand, and get your Frosmoth off your KO it instantly. Cape of Toughness winds up being MVP in this matchup since you can survive Trinity Nova + Quick Shooting since it does a total of 220 while wishiwashi will have 230 HP. Make sure that you save your Cape of Toughness till after they use Starbirth to avoid getting hit by a Tool Scrapper.

Palkia VSTAR - You kinda do what they do but better. The only problem is being careful of them grabbing Boss's Orders off their Inteleons and KO'ing your Frosmoth. Make sure you try to set yourself up with multiple Snom so you can get your engine back online when they inevitably KO the first Frosmoth.

Genesect / Meloetta - You will absolutely tear them apart if you keep the meloeta's in check via Radiant Greninja and Nessa's. If they only play 1 Meloetta, keeping the 2nd Melo in their hand, to try to protect from the double KO by Moonlight Shuriken then just apply the 90 dmg to one of their Genesect V since it will make you need less energy later to KO with Wishiwashi. If you don't have the Radiant Greninja using Wishiwashi and KO'ing their Genesect V via Boss's Orders is always an option for an easy 2-for-1 if you have the Nessa for backup. Try to not overextend and use the Boss's Orders to early.

Mewtwo V-Union - Honestly I feel like this matchup should be easier then it winds up being because of how fast you go. They take a while to set up, but if they get Mewtwo V-Union online then they can just use Psysplosion to place 16 damage counters on your bench can just cause you to fold in half since you will never be able to get a Frosmoth online again after the first attack. The maximum HP you have across all 3 of your Snoms is only 140 hp (40hp+40hp+50hp) which is less than the 16 damage counters they can place. You can possibly get your Cape of Toughness and place it on one of them to maybe bide enough time, but it's pretty fringe if you'll be able to. The only way that you win this matchup is by having 2 Frosmoth online at the same time.   The amount of setup the deck requires makes this feel like it should be an easy win, but sometimes they just go, "Mewtwo Psysplosion go BRRRRRRR".

Blissey V - This matchup should be pretty easy since they are designed to go against V decks and you're a 1 prizer. The best course of action is  just try to ko the Blisseys in 1 go because if you don't they will just heal the damage. You can also use Radiant Greninja to spread damage out to their engines on the bench and potentially get easy KO's that way, but most of the time slapping a Cape of Toughness on your Wishiwashi winds up making the matchup pretty reasonably in your favor.

Regis - Being a 1 prize card matchup this winds up being a coinflip most of the time. This matchup is unironically complex and no 2 games have ever felt the same when I'm playing it. Utlizing Radiant Greninja to KO 2 of the same type of regis off their bench and identifying which Regi type they might have in thier prize spots can help to slow them down. I wouldn't depend on this to much, as they typically play multiple copies of Hisuian Heavy Ball to get their missing pieces from their prize cards, but you can slow them down a bit if you pay attention. 3 energies on Wishiwashi is all you need to be able to KO Regieleki and 4 energies KO all their other Pokemon since they are all sub 160HP. Thier MVP in this matchup winds up being thier Regieleki. Without proper Bench Protection they will just snipe your pokemon off the field with Targeted Bolt, since it KO's every water pokemon in the active spot and your Frosmoth at the same time. If both decks performed correctly then I think you wind up winning this matchup 3 out of 5. Your top priority in this matchup is getting Manaphy out of your deck, or prize, and onto your bench ASAP. This takes prirority over even getting a Snom on the bench. If you don't have bench protection then this matchup will be extremely painful and potentially unwinable. Save some amount of pokemon retrieval, Nessa or Ordinary Rod, in case the Manaphy gets Bossed out front.

Lunatone and Solrock - I guess consider what you want for dinner? No, but seriously this matchup is unironically the easiest matchup out of every meta deck. You should win this 10/10 times unless you play poorly. You can easily snipe their attackers or their energy engines with Radiant Greninja. A Wishiwashi with 2 energies is enough to KO even, so trading via Raihan is even an option. The only time that you could remotely lose this would be if they are 10million IQ playing the fringe Mewtwo V-Union with Energy Switchs in order to Psysplosion you into oblivion. If you expect this make sure you refer to my section on Mewtwo V-Union.

Origin Forme Dialga - This matchup is all about racing. Your goal is to outrace Star Chronos. If they wind up using Star Chronos and have multiple Boss's Orders in hand then you will be in a very bad situation. Having 2 Frosmoth can save you in this matchup since they will target them normally. If they are not saving their Metal Saucers to atttach the 5 energies all at once then I strongly recommend trying to use Boss's Orders to force their Dialga out and apply as much damage as possible. They want the game to be grindy and long, so keep pressure on them by spreading damage across their Dialgas and finishing them off with Wishiwashi. If you think that they are about to use Star Chronos then make sure you have a fodder pokemon, like Manaphy, 0 energy Wishiwashi, or a duplicate Snom out front to start with and another fodder on the bench. This forces them to have to use a Boss's Orders in one, or both, of their 2 turns to get value out of the attack.
