This is my take on the wugtrio mill deck. Use skwovet and bibarel for your draw engine. Wugtrio with counter gain for your double turbo energies and reversal if you can't get counter gain equipped. Fluttermane, manaphy, and mimikyu are for situations you dont have wugtrio going yet and budew is a good start or switch because of the item lock. Pokemon league headquarters and crushing hammer is for disrupting your opponents attacks.
