When I open 100 packs of Sun and Moon, I get less then 100 Rares. A few are always missing. I noticed that I never get Umbreon or Espeon. Rare Holos are here and I get other GX cards.

GXs are recorded at 1 in 9 and there are 11 in sun and moon base, it's reasonable to not see any given GX in that sample. As for your rare count make sure you counted any ultra rare supporters and secret rares.
