I did not consider having "packs" for non-pack sets to be a bug as they can have potential use in a progression series setting (opening a "pack" of promos for example to merge them into a draft format), however marking decks as having packs/box is just plain incorrect.
As an aside a way to add premade decks to a collection would be cool if it doesn't already exist, as that can also have progression series use cases (my old one added decks as a way to suppliment supporter counts as we rotated) and to get deck only cards into a collection.
EDIT: POP packs didn't have boxes either. They were tournament giveaways and blister filler.
EDIT2: niether do promos. I hope I don't need to explain why....
EDIT3: Dragon Vault was blister only, no Boxes.
EDIT4: Double Crisis was also Blister Only
EDIT5: Generations, and every special set after, had no boxes larger than an ETB.
