You prevent yourself from decking-out with Phione. You can also loop item cards (and supporters with VS Seeker) with Azumarril or Floatzel.

If you are wondering how you win, you usually lock a high-retreat cost pokemon in the active and mill your opponent out. Disrupt along the way with Crushing Hammer, Enhanced Hammer, Faba, Team Flare Grunt, etc.
