I don't know if it's an issue with the gold star itself or reverses, but AFAIK that should not happen.
EDIT: Same issue happened in power keepers with Flareon star
EDIT2: A possible related issue is Leafeon lvl X being in the reverse holo slot in Majestic Dawn when lvlX's are supposed to be in the rare slot.
EDIT3: Heatran lvlX in stormfront also appears in the reverse slot.
