The pack simulator still is not generating random cards. The same cards show up everytime I open a new pack.

Every pack? Specific pack?
I just tested with Base pack and every pack is different.
I actually found the issue. When you are logged out you get a cached page (all logged out users get cached pages) which affects the pack simulator. I'll push an update to exclude that.
However if you are logged in, this should not be happening to you.

i'm logged in and it is still happening to me, but only for phantasmal flames.
